IT NOV 1911 Article 4 of the Hongkong Government Loan Agreement for
the Redemption of the Canton-Hankow Hallway signed on Septem-
ber 9, 1905 states as follows:-
"All payments of interest and repayments of princi-
pal shall be made in accordance with the amounts and dates of
the schedule attached to this Agreement to the Treasurer of
Hongkong at Hongkong etc.

Now the 5th instalment of principi viz. £110,000 sterling, and interest viz. £12,375 sterling falls due on
October 6, 1911 representing a total sum of @ 172,375 sterling.
We have the honour to observe that the 1st, 2nd,,
3rd and 4th instalments have been paid over by the provinces
of Kwangtung, Hunan and Hupei respectively and hitherto these
three provinces respectively notified the Governor of long-
kong that the money would be paid over at the due date.
In the case of the present instalment viz. £122,375
our Ministry will make the payment instead of the three pro-
vinces and the Imperial Bank of Chins at Shanghai has been
instructed to prepare the necessary funds for handing over
to the Treasurer of Hongkong against his recaipt.
We have the honour therefore to request Your Excel-
lency to notify the Governor of Hongkong in advance so that
when the Imperial Bunk of China transmits the above sum of
£122,375 the amount may be checked and a receipt given in tha
terms "Roceived the 5th instalment of principal and interest
of the Canton-Hunkow Redemption Loan". This receipt will be
forwarded by the Bank in question to our Ministry.
Instructions in this sense have been sent to the Imperial Bank of China at Shanghai. At the same time we beg that Your Excellency will take note and act accordingly.
